Should the government be allowed to shut off the internet in "emergency times" for the purpose of national security?

We all know what happened in Egypt. Could something similar happen in the USA if an internet "kill switch" was employed?

    The internet is too valuable - and the costs for the downtime would need to be covered. I'm guessing that would be billions. It's highly unlikely.

    its a terriblo idea but if they feel like it they could do it anytime they want even if they are not "allowed"
